God didn't have to make creatures and make them with free will. But, if God decided to do that, he couldn't make them free and not free at the same time. If there were no consequences to our actions, it would be the same as having no choices. And if there were no choices, there would be no free will. Without free will, we're back to the fact that real love is impossible.

In order to wipe out pain, he'd have to wipe out the source of pain -- evil, which is caused by bad free-will choices. God could have prevented the problem by making us robots, or he could end the problem by wiping all of us out. But his love keeps him from doing that.
