God gives everyone some information
It would be unfair if someone were condemned based on information he or she didn't have access to. But the Bible says people will be judged based on their response to the light they've been given. The New Testament says that Jews who had access to the Torah, God's written law, would be held accountable to that just standard.
But the Bible also talks about God providing unwritten information to all people everywhere, that He has placed inside everyone a knowledge of right and wrong. That standard is the one to which they will be held accountable, not the written one.
